The notification issued by the Chief Account Officer (CAO) of Jammu and Kashmir Sports Council, has requested the General Secretaries of all recognised UT of Jammu and Kashmir Sports Associations to furnish the details of government employees and political persons holding offices in the recognised sports associations.
“Kindly furnish the details of government employees and politically affiliated persons holding offices in respective J&K UT Sports Association in contravention to Rule 26 (1) of constitution of Jammu and Kashmir Sports Council (JKSC) and rule 21 (1)(2) of the Jammu and Kashmir Government Employees (Conduct) Rules, 1971,” the CAO said as per the directions from the higher authorities.

However, UNI has reliably learnt from the administrative sources that over 60 people including government officials and political persons are associated as office bearers in the sports association recognised and affiliated with the Jammu and Kashmir Sports Council (JKSC).

“At present, 53 sports associations are affiliated with the J&K Sports Council and most of them have representatives either from the government or the political parties including mainstream,” sources said.
Sources further said, “if records are to be believed, more than 60 people comprising government employees and the political personalities are active in the affiliated and recognised sports associations.”
“The government employees including bureaucrats and police officers (some retired now) are holding prestigious positions in prominent sports bodies,” they said, adding that many of them have not submitted the NOCs issued by their respective departments to the J&K Sports Council—considered to be a mandatory document.
Sources also revealed that submission of NOCs, as per the rules, is an annual process but the document submitted last by the government representatives, was in 2018, adding they said, “likewise several politically connected people having no sports backgrounds, are acting as office bearers in many associations.”
