One-day Training/ Workshop on Disaster Management held at Kupwara

KUPWARA, NOVEMBER 07 : The District Administration Kupwara today conducted a day-long training cum workshop session about Disaster Management and Incident Response System in which officers from line departments, Army and Police participated.

Deputy Commissioner (DC) Kupwara, Doifode Sagar Dattatray was present at the event.

On the occasion, Rtd. Major General, R.K Naik who is Consultant of NDRF, provided detailed awareness to the participants about the role of each department in disaster management and mitigation efforts.

The Consultant while highlighting the importance of disaster management, said that a well-established Disaster Management and Response System will go a long way in mitigating the crisis during disaster times including saving precious human lives.

He discussed the Emergency Support Functions under National Disaster Management Plan 2019 and said that the quality disaster response should be comprehensive, effective, swift, well planned, besides, it should be based on a well-conceived response mechanism.

The Consultant also discussed shortcomings in crisis and disaster response and said delays in assessment of situation, information dissemination, mobilization of men, material, relief stores; breakdown of communication, lack of training, capacity and awareness mars the effective disaster response system.

He said Incident Response System involves creation of Incident Response Teams at district, sub-division and block levels and nominating of Responsible Officer, Incident Commander, Operation Section Chief, Planning Section Chief and Logistic/Finance Section Chief.

The participants were given thorough awareness about Incident Response System-Emergency Support Function, Coordination in Disaster Response and Hazard Assessment to tackle the situation in the times of emergency.

Among others, ADC Handwara, Nazir Ahmad Mir; CEO Kupwara and Executive Engineers of different departments/divisions were present in the workshop
