Education, which bore a major blow during turmoil, has been restored to its rightful path through the reinstatement of peace—a fundamental tenet of education. Kashmir is witnessing new avenues, hopes, and expectations that must be preserved for progress and prosperity.
Abrogation of Article 370 in Jammu and Kashmir on 05 August 2019 kick-started a major change in the education sector of the region. the post-abrogation stage in Jammu and Kashmir has been described by a surge of hope and transformation. Education is in the midst of a radical transformation, which makes it a shining example of advancement. Ever since Article 370 lost its validity, the situation of education in the region has undergone a powerful transformation.
Expansion of Educational Opportunities:
The repeal of Article 370 demolishes the borders to get to central government programs and campaigns, which in turn expands educational attainments of the students in Jammu and Kashmir. Therefore, through its creation in 2018, the “Prime Minister’s Special Scholarship Scheme” for students of Jammu and Kashmir covers the costs of higher education. Post abrogation, the scheme experienced an astonishing growth in the number of applications, with over 50% success in the number of enrolments that implies it is more convenient for the higher education.
Further, various authentic programs spearheaded by the Central Government like the National Means cum Merit Scholarship Scheme (NMMSS) and the National scholarship Portal (NSP) are also being executed across Jammu and Kashmir since abrogation of Article 370 of the Constitution.
Infrastructure Development
With Infrastructure development being the crucial factor in the transformation of education, Jammu and Kashmir receives huge impetus from the abrogation of Article 370. The government has deleteriously committed more than ₹500 crore towards the construction and renovation of education infrastructures in the region. Major programs are led by the erecting of 50 new schools and repairing of 100 deteriorated schools in hard-to-reach areas, giving way to the provision of quality education to students in less-served communities.
Enhanced Curriculum and Pedagogy
The integration of the education system of Jammu and Kashmir within that of India as supported by the overhaul of curriculum frameworks and teaching methods, can be recognized as the one of the factors that has driven education modernization in this region. The Jammu and Kashmir Board of Education (JKBOSE) has done the required revision of its curriculum to be in line with national standards thus, bringing uniformity of the standard quality. Adding up to that community oriented training programs like “Himayat” with “Udaan”, were launched in the region to ensure that the youth are having employable skills, which is making about 30% more employment opportunities for the youth in the region.
The curricular reforms and adoption of the creative ways of teaching have been the important areas of work in Jammu and Kashmir after the nullification of Article 370. The “Padhe Bharat Badhe Bharat” program, that has been launched by the Education Ministry to enhance the early foundations of primary school children in literacy and numeracy chapters, has now been extended to the region. All the data that came from the Annual Status of Education Report (ASER) showed 20% increase in reading and calculation skills of 1-5 grade students that had been happening since the initiation of the program in Jammu and Kashmir.
Teacher Training and Capacity Building
As reported by the ministry of education, at least 10,000 teachers have undergone specialized training programs in this particular sector since the revocation of Article 370. Furthermore, the government carried out the program “National Initiative for the Holistic Enhancement of School Heads and Teachers” (NISHTHA) that developed teachers capability through use of contemporary teaching strategies. There was 25% improvement in learning outcome due to this program.
Additionally, collaboration with well-known educational institutions and agencies has been established with the purpose of providing teachers from the region of Jammu and Kashmir with professional development programs. For example, the “Teach for India” fellowship program, that gathers top graduates as teachers in underprivileged communities, was provided with extra presence in the region post-proclamation and more than 200 fellows have been employed all across Jammu and Kashmir. One of the advantages of this collaborative approach is that it has not only raised the literacy level and bettered the skills of teachers but it has also created a learning culture whereby teachers improve together.
Encouraging Gender Relationships and Inclusion
Strategies and plans to ensure female equality and the inclusivity in education after abrogation have been accelerated, where systemic problems and discrimination are adresse. This, for example, may include the construction of 50 girls’ hostels in the entire region which has led to easy access to education for girls living in the remote locations. Furthermore, the “Beti Bachao, Beti Padhao” which was launched in 2015 had been broadened to involve Jammu and Kashmir and the enrollment of girl students increased by 15%.
Furthermore, there has been a focus on the campaigns and programs of awareness building and sensitization with the goal to reject the traditional gender norms and stereotypes. From the Jammu and Kashmir State Commission for Women, the data shows a drop equal to 30% in gender violence- and discrimination-related cases in educational institutions when the above-mentioned initiatives were implemented. Furthermore, by integrating gender-sensitive curriculum content and assigning female coaches and models of good conduct in schools, it has influenced the creation of a more inclusive and equal learning spaces for all students.
Impact of Turmoil on Education in Kashmir: Before and After Abrogation
The closure of schools and colleges in Jammu and Kashmir was a common occurrence before the abrogation of Article 370 as the area was known for high levels of unrest and violence. According to the data obtained from the J&K Education Department, the educational institutes had to remain closed for more than 300 days in the period between 2016 and 2019, which produced a significant disruption in the academic calendar and the denial of students of their fundamental right to education. Accordingly, after abrogation of Kashmir’s special status, the region has amazingly come out of its gloomy shadow of uncertainty, with a steep fall in the number of shutdown days. As regards 2023-2024, the academic year ninety-five percent of the schools and colleges in Kashmir put in operation, which indicate enhancement in the security and the learning environment.
Consequently, the removal of Article 370 offered the peace and stability needed in the region, and therefore, created a conducive environment that in turn, enabled the resumption of the educational activities. Figures that the Jammu and Kashmir Education Department house a 40% rise in the students’ attendance and a 25% improvement in students’ academic performance upon the cessation of violence and unrest are of great significance. In addition, cooperation between schools and local entities is taking place through Parent Teachers Associations and neighborhood watch programs, which have improved the security in students’ environment and for people at school as well.
In conclusion, The abrogation of the Article 370 in Jammu and Kashmir has marked the beginning of a new success in the education development. Through a planned series of interventions on such matters as education access, infrastructure, curriculum and teaching technique, teacher training, inclusivity, and consequences of bloodshed of war on education, substantial progress has been made.
