DC Kupwara chairs Mega Block Diwas in Block Hayhama

Kupwara : The Deputy Commissioner (DC) Kupwara, Ms. Ayushi Sudan (IAS) on Wednesday chaired a mega Block Diwas at Block Headquarter Hayhama of Kupwara district.

Among others, JD Planning, Asp Kupwara, ACD Kupwara, EXN REW, EXN R&B, EXN Irrigation &FC, District Lead Bank Officer, Chief Agriculture officer, Chief Education officer, District Horticulture officer, Chief Animal Husbandry officer, AD Fisheries, BDO Hayhama, Tehsildar Kupwara, DSWO, ARTO, CDPO Kupwara and other District and Sectoral Officers and field functionaries attended the public outreach cum interaction programme.

On the occasion, PRIs from different Panchayats of Hayhama block , youth of the area and a large number of residents from Payerpora, Shatpora, Manigah, Batpora, Trumnard, Kamkadi, Safawali, Kanibhack, Jugtyal, Bungam, Mirwwayan, Goonipora, Chalgund, Hummander, Mirnag, and other habitations attended the Block Divas and apprised the Deputy Commissioner about their needs particularly lack of play ground or a Mini stadium in Hayhma Block, pending of second installment under PMAY-G), pending of labour payments under MGNREGA from last one month, unscheduled power cuts and lack of self employment schemes for the youth in the area.

After giving patient hearing to the public, the DC assured that all genuine demands shall be looked into on priority.She said that the District Administration is ensuring to provide all facilities to the people at their doorsteps.

Asserting on cleanliness, sanitation and behavior change, the DC urged the PRIs and locals to propagate and apply the behavior change practices. DC said there is a need to strengthen the mechanism for disposal of single use plastic and other garbage in rural areas. DC reiterated that it is our responsibility to keep our surroundings clean and green.

While replying to the demand of youth of the area for construction of a playground, DC directed ACD Kupwara and BDO Hayhma to take up the construction of a Play ground under MGNREGA and ensure its completion in the same financial year so that the youth of the area don’t face any problem in absence of playground.
Addressing the gathering present in the Block Divas, DC said that PRIs, concerned officers and officials shall be held accountable regarding the utility, feasibility, and quality of the works.
DC further said that PDD is responsible for maintenance of transformers and electric lines in a time bound manner and she directed EXN PDD to get repaired the damaged transformers and return them at proper time so that people don’t face inconvenience.

While highlighting the employment schemes for the youth, the DC added that there are several government schemes like HADP, PMEGP and Private sector etc which cater to the needs and aspirations of youth as the government can’t provide government Jobs to everyone. DC further added that the government is going to frame a database of unemployed youth, but unemployed youth have to come forward , apply for the schemes and take benefit from them.

The DC Sought feedback from people regarding HADP and other schemes and directed the Chief Agriculture officer to cover all remaining Panchayats under HADP within 15 days.

DC directed concerned officers and field functionaries to be proactive, responsive, accessible and visible to the people in the field so that the purpose of the schemes is fulfilled.

While stressing on the importance of conducting block Divas, DC said that in addition to taking the demands and complaints of people , one district or extension officer of Line departments will have to deliver one session in Block Divas about different schemes so that people can take maximum benefit of Block Divas initiative.

DC urged youth to take advantage of different government schemes through online mode and to inform your parents, relatives and neighbors about online schemes and initiatives.

Similar programmes under the Block Diwas programme were also held at Mini-Secretariat Handwara, Sogam and Teetwal.

At Mini-Secretariat Handwara, ADC Handwara, Nazir Ahmad Mir presided over the Block Divas proceedings. At Block Headquarters sogam, SDM Lolab, Ijaz Ahmad Bhat presided over the block Divas proceedings. At Prada Panchayat of Block Teetwal, SDM Karnah, Dr.Gulzar Ahmad Rather presided over the Block Divas where a large number of locals and PRIs attended the Block Divas.
