A circular issued by Chief Education Officer (CEO) Kupwara Abdul Hamid said, “It is impressed upon all the heads of the institutions of the district to ensure that all CWSN (Children with Special Needs) enrolled in their schools shall be given the top priority and implement the below-mentioned points in letter and spirit in order to achieve the objective of inclusive education under Samagra Shiksha.”

A senior official of SED told Rising Kashmir that the move comes after a video of a boy who went viral who was hoping to attend school in the Mawer area of Handwra.

He went on to say that the SED and Social Welfare departments are always paying special attention to such students and providing them with aids such as wheelchairs, hearing aids, and scholarships.

The CEO has also directed the school heads that these students should be dealt with with friendliness and sympathy, and proper care should be taken during school hours.

The move towards these specially-abled students will boost their morale and will definitely help them to achieve their dreams, said a senior teacher from Kupwara.

He stated that” in our society, people with disabilities are treated differently, which is not fair. Everyone deserves respect.”

“Assess especially abled children in their schools and observe the needs viz. counseling and guidance, need of aid and appliances, and make direct correspondence with this office, so that measures shall be taken in this regard, as Assessment Camps are expected to be conducted very soon as communicated by Project Director SAMAGRA Shiksha J& K,” the circular said.

Fani has also directed the schools to conduct a special survey in their catchment areas in order to achieve the goal of inclusive education under Samagra Shiksha. Furthermore, he directed them to place a special emphasis on enrolling dropouts in CWSN.
The schools across the district have also been directed to identify the children with special needs enrolled in schools but are without disability certificates and submit the list with complete details of children under this category to this office so that the matter can be taken up with the Chief Medical Officer for the conduct of special boards for early redressal of the matter.
