He is not just an official but the driving force behind rural development, ensuring that policies and welfare programs reach to the grassroots level efficiently.
A One-Man Institution: The Panchayat Secretary single-handedly runs the Panchayat Office’s without any
assistance. From keeping the office neat and organized to ensuring that administrative tasks are completed in a professional and timely manner, he manages everything with efficiency and dedication. Unlike officials who work with teams, he performs multiple roles alone-watch and ward, maintenance, record-keeping, and public service ensuring the seamless functioning of the Panchayat.
The Pillar of Rural Development:Handling schemes like MGNREGA, SBM, ADF, CD-Pyts, PMAY-G, elections, and various other departmental surveys, the Panchayat Secretary ensures that all initiatives are executed smoothly and transparently. His ability to deliver results under pressure makes him the crisis manager of the Panchayat, capable of handling emergencies and challenges at the grassroots level.
Every task in the Rural Development Department (RDD) revolves around the Panchayat Secretary. No matter how difficult the assignment is, he never fails but instead delivers exceptional results. However, despite his deep understanding of village-level challenges, his feedback is often ignored by higher authorities. If decision-makers listen to Panchayat Secretaries, schemes would undoubtedly be more impactful and effective in serving their true purposes.
Challenges and the Need for Support: Despite his critical role, the Panchayat Secretary faces numerous
challenges. He is often under constant political pressure while also struggling with limited resources. Many times, he has to arrange funds from his own pocket to ensure the smooth execution of official tasks.
To enhance efficiency, it is time to equip all Panchayat Secretaries with modern gadgets and technological tools, as they currently has to purchase these from their own earnings. Providing official support, digital resources, and infrastructural assistance will boost their ability to work effectively.in order to enhance the efficiency and knowledge, exposure visits and capacity-building programs must be organized in favour of them from time to time which will help them in exchange of innovative ideas.
Recognition and Career Progression : Unfortunately, while their work drives rural development,
recognition and rewards often go to individuals who lack on-ground knowledge. It is crucial that Panchayat Secretaries are encouraged, supported, and acknowledged for their relentless efforts. Their core issues-such as recruitment rules, grade pay, early promotions, and the need for assistants at the Panchayat level-must be addressed on a priority basis.
