Opinion | From Reforms to Revival: Naya Kashmir’s Path to Progress in 2024

The territory of Jammu and Kashmir, referred to as “Naya Kashmir,” has undertaken a transforming journey towards development and stability since the historic administrative reforms in 2019. The repeal of Articles 370 and 35A was a watershed moment, signalling the removal of legislative barriers and the region’s closer integration with the rest of India.
Post-2019, Naya Kashmir has seen a remarkable recovery in a variety of sectors, with economic regeneration standing out as a sign of success. The government’s strategic investments in infrastructure, education, and urban development have established a solid foundation for long-term growth. Recent figures show that Naya Kashmir will experience an outstanding 14.64% economic growth in fiscal year 2021–22. This growth trajectory has translated into tangible improvements in the per capita NSDP (Net State Domestic Product), which surged to 146,446.594 INR in 2024, up from 133,743.363 INR the previous year.
Tourism has benefited significantly from the region’s renewed focus on development. In 2023–24, a record 1.88 crore tourists visited, representing a significant increase over prior years. This rebound in tourism, encouraged by increased infrastructure and security measures, has sparked economic growth, created jobs, and encouraged local entrepreneurship.
On the security front, Naya Kashmir has made considerable progress in preserving peace and stability. A significant decrease in terrorist occurrences has been noted, with the government’s proactive actions and the empowerment of security personnel playing critical roles in reducing anti-national activity. Furthermore, civilian killings have decreased significantly, demonstrating the effectiveness of focused security methods and community involvement programmes. Data show a 25% drop in civilian casualties in 2023–24 compared to the previous year, demonstrating the practical impact of increased security measures on civilian safety.
In terms of social integration and inclusivity, the Parliament’s approval of vital laws has helped to strengthen marginalised communities. The Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024, and the Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2024, demonstrate the government’s consistent dedication to promoting equity and ensuring greater access to opportunities.
The government’s emphasis on infrastructure development has been a significant driver of progress in Naya Kashmir. Significant investments have been made in road connections, including the construction of new highways and upgrades to existing infrastructure. Furthermore, the emergence of medical institutions, IITs, and IIMs has expanded educational options, promoting human capital development and increasing the region’s competitiveness. These institutions have not only raised educational standards, but have also established the region as a focus of innovation and research. The emphasis on educational excellence is shown in rising literacy rates and increased enrollment in higher education institutions.
The healthcare industry in Naya Kashmir has undergone substantial changes, including the development of new medical colleges and improved healthcare facilities. The government’s measures have enhanced access to quality healthcare services, resulting in better health outcomes and a longer life expectancy for citizens.

The region has made tremendous progress in decreasing its carbon footprint and minimising environmental degradation by implementing environmentally friendly policies and promoting renewable energy sources. For example, figures show a 30% growth in the deployment of solar energy systems in residential and commercial structures across Naya Kashmir over the last two years. Also, the government’s investment in wind energy projects has resulted in a 25% reduction of greenhouse gas emissions from the energy sector. Furthermore, the protection of natural habitats and biodiversity hotspots has been prioritised through efforts like afforestation drives and animal conservation programmes. These efforts not only help to ensure environmental sustainability but also establish Naya Kashmir as a responsible and forward-thinking region dedicated to preserving its natural heritage for future generations.
In 2024, Naya Kashmir stands as a testament to what is possible with vision, determination, and combined efforts. The region’s progress towards development and security is critical, not just for its citizens but also for India’s greater goals of unity, prosperity, and inclusive growth. With continuous focus and investment in economic, security, educational, healthcare, tourist, and environmental areas, Naya Kashmir is well positioned to chart a path of resilience, advancement, and equitable development. The region’s amazing successes, supported by data-driven results, serve as a light of hope and inspiration, establishing a standard for regions wanting to reach their full potential in India’s new growth story.
