Every year thousands of seasonal labourers arrive at various brick kilns of district Budgam, and start their work of brick-laying, in and around its outskirts. If RTE-2009 ensures free and compulsory education to every child living in India in the age group of 6-14, then why the children of these poor labourers are being deprived off this basic right of education.These children too have inherent capacities and capabilities to become developed human resource of the state like, doctors, engineers, lawyers and IAS officers, but due to extreme austerity, they don’t get a maiden chance to get flourished and groomed as white-collar children are flourishing. As a result, they get marginalised, thus badly affecting various calculations on which our quality national development indicators are calculated. As is obvious these children are the future of this nation, our posterity and future think-tanks. Almost every parent wishes for a positive and joyful future for their children.But this all can assume concrete shape when they are in a position to educate them as per the demands of the current age. While pursuing quality education a child feels as if all the windows of his mental horizon are wide open to the outside world.If these children get deprived of this right, then they can not be effective stakeholders of our politics, economy and other developmental fields of the prevailing age. People at the helm of affairs should diagnose this disease at an early stage in order to stop human catastrophic embargo in future.I think the only reason behind this whole saga is their seasonal work and extreme poverty.My school is situated in the premises of brick kiln ,where I see everyday hundreds of children of these labourers remaining busy in wandering and playing with the pile of sand and dust throughout the day. In 2018, I personally talked to some of the parents and insisted they send their children to school. I counselled, loved, cared and taught them on an experimental basis, and found that their IQ levels are much sharper than our normal daily scholars. But,unfortunately the authorities didn’t allow me to give them certificates and achievements records for further continuing their studies in their native states.
In connection with this I am going to propose this project with the following objectives:
The main objective of this research work is to ensure that each child in India receives quality education everywhere irrespective of their land migration and economic and caste background.
• Enhancement of social competencies,process of achieving knowledge,values, skills, beliefs and moral values.
• Better citizenship, social upliftment, poverty reduction,more productivity, communication skills and sense of discipline, social integration, political development and social equality.
• Understand the difficulties faced by these families that affect their Wards’ learning development, and understand the psychology of these parents by personally meeting them.
• Availability of space at home for learners, understanding the family history background and education of Parents or other problems thereof.
METHODOLOGY:
• Just after the arrival of these labourers on brick kilns,the school teachers should be directed to conduct surveys of these labourers and notify the number of children lying with them.
• An week-long awareness programme is to be started by each school with the guardians of these children.The headmaster of schools be authorised to admit these children ,and a teacher be nominated to stay at least two hours with these families for awareness during the admission process.
• The owners of brick kilns are awarded for giving timely relaxation to labourers, and support,cooperation and sympathy and encouragement to this marginalized class.
• The observations of teachers should be recorded in a format with following entries; Child name, Parentage, Residence, District and state, Availability of facilities at home, Education of Parents, Behaviour of child at home, Difficulties faced by child at home, Whether latrine/bathroom available at home or not and Whether cleanliness and hygiene maintenance or not
COOPERATION: In order to prove this dream into real life situations,we need the cooperation of Teachers, cooperation of School heads, cooperation of Parents, cooperation of Administration, Cooperation of society, cooperation of brick kiln owners and elder members of society.
Impact and effectiveness:The impact and effectiveness of this project is based on its application and cooperation.By applying strategies like these ,the whole society will get educated and made workable. This will change the behaviour of these wandering and ignored children. Due to its application there will be a drastic social change to change the future of our country.And this will help the poorest section of our society to access rights earmarked for them in our Constitution.
FUTURE PLANNING: This doesn’t need financial implications to get approved,but a sense of humanity and sympathy. The School heads,Zeo’s and Ceo’s should take up this matter with local administration to access schools for said exercises and do wherever it is applicable.We can do it locally with the consent of all corporators mentioned above. Inshallah I will try to apply this project work from the next session.And I conclude my write up with the hope that Govt. officers will take it as a matter of concern and will pass the directions for its implementation from next session across the length and breadth of the affected district.
