The Right to Free and Compulsory Education (RTE) Act, 2009 Mandates free and Compulsory Elementary Education to All Children Including CWSN.
Education is one of the basic need of every Person Lived in Society for the Development of the Healthy Society whether He is Rich or Poor, Male or Female and without any Social bias is a Human Right that no one Can take away.It is the Guarantee of the Development for the Society.This Education is the reason for the Development and Decline of Nations.Getting an Education does not only mean getting a Degree from a School,College or University,but it also includes Learning distinctions and Civilization so that People can understand their Social Traditions and Abilities.Education is the Jewel that Beautifies the Character of Man Gradually.If everything is Seen in the World, it decreases by sharing, but Education is a Wealth that does not decrease by Sharing, but increases, and the Status of Human being is among the best of creation.Getting an Education is Permissible in every Religion. Getting an education in Islam is Obligatory.In Todays Chaotic and Fast-Paced Era,the need for Education is very important, no matter how much the times progress.However, Todays Era is the age of Computers.It is the Era of Nuclear Development, it is the Era of Science and Industrial Development, but getting Basic Contemporary Education,Technical Education,Engineering,Advocacy,Doctorate and Various modern Sciences in Schools is a Mandatory requirement of Todays Era.Modern Sciences are Necessary as Well.Religious Education also has its Place of importance, along with this, Moral Education is also very important for human Friendship with humanity.
Due to this Education, the feelings of Godliness,Worship,Love, Sincerity,Selflessness,Service to the People,Loyalty and Compassion are awakened in Life.Due to Moral Education,Righteous and Noble Society is formed.Physical and Spiritual Development is to be achieved.Qualified Teachers are also very important for the achievement of Education,Who provide help to Children With Special Needs in the pursuit of Education.Who awakens the Secret abilities of the Such Students and Enriches them with the Wealth of Consciousness and Perception,Knowledge and insight as well as thought and Vision.

The New Education Policy, 2020 (NEP) was launched with a vision of transforming the Education System in India.The initiative has been hailed as a positive step in the direction of bringing necessary changes in the education system. Before the introduction of the National Education Policy, the Indian education system was governed by the 1986 NEP and Right to Education (RTI) act of 2009. This meant that there was a huge gap between what was needed and what was being delivered.
For this very reason itself, the National Education Policy becomes extremely Crucial.As per the official Document of Government of India, the NEP 2020 addresses many concerns related to Primary, Secondary,Higher, and Technical Education in the Country.
From removing the hard separation between Arts and Science, Vocational and Educational Streams,it also focuses on reforming Assessments. While there are a range of important points, what we are discussing Today is the effort to make Education more Inclusive.
Rashtriya Bal Swasthya Karyakram (RBSK) is one of its kind program to improve the overall Quality of Life of Children enabling all Children achieve their full potential, and also provide comprehensive care to all the children in the community. This program involves screening of Children from Birth to 18 Years of age for 4 Ds- Defects at Birth, Diseases, Deficiencies and Development Delays, Spanning 32 Common Health Conditions for early detection and free treatment and management, including surgeries at tertiary level. Children diagnosed with identified selected health conditions are provided early intervention services and follow-up care at the district level. These services are provided free of cost, thus helping their families reduce out of pocket expenditure incurred on the treatment.
The New Education Policy document states that there is a Special emphasis on Socially and Economically Disadvantaged Groups to make Education Equitable and Inclusive.For the benefit of Disadvantaged Groups, Special Education Zones will be established. Additionally, the NEP-2020 Education System will also have a Separate Gender Inclusion Fund.
Inclusive Education in India.
The need for a change in Education System in India has been felt for a long time. However, this feeling became stronger during the Covid-19 pandemic when we saw how students from Disadvantaged Groups Suffered as we moved to an online model of Learning.
Integration of Children With Special Children With other Groups was emphasised in both the Programme of Action (1992) and the National Policy on Education (1986). “To integrate the Physically and Mentally Challenged with the general Population as Equal Partners, to Prepare them for Normal Growth, and to enable them to confront Life with Courage and Confidence,” was the Stated Goal.
Provisions for CWSN included under Samagra Shiksha.
Provision of Different Allowances Provided Under Samagra Shiksha J and K U.T.Schemes in Addition to that Different Activities Conducted During the Year is to Mass Awreness to General Public and Parents of CWSN Children to Encourage and Enhancing Enrollment,besides that Every Year Medical Camps has been Organised by Samagra Shiksha in Collaboration With Alimco Kanpur Conducted Medical Assessment Camps at Different Locations of the U.T.after the Assessments they Provided Different Aids and Appliances to CWSN Children Enrolled in Schools.
Allocation for resource support through Special Educators has been made Separately in order to appropriately address the Learning needs of CWSN from Elementary to Senior Secondary Level.
Provision of Aids and Appliances, Assistive Devices, to the Children With Special Needs as Per requirement. Removal of Architectural Barriers in Schools so that CWSN have access to Classrooms, Laboratories, Libraries, Play/Recreational Area and Toilets in the School.
Some Categories of Children With Special Needs are as Under.It is the responsibility of the Teachers for early Identification of these Disabilities in School Going Children.
01. Learning Disabilities are documented disabilities that may affect reading, processing information, remembering, calculating, and spatial abilities.
02. Visual impairment, including blindness. A child who has eyesight problems is considered to have a visual impairment.
03. Speech or language impairment.This category covers difficulties with speech or language. A common example is stuttering.
04. Autistic and Spectrum Disorder.
The term autism does not apply if the Childs Educational performance is adversely affected primarily because the Child has an emotional disturbance.
05. Intellectual Disability.
Multiple disabilities means concomitant impairments (such as intellectual disability-blindness or intellectual disability-orthopedic impairment.
06. Traumatic Brain Injury.
Brain injury may occur in many ways. Traumatic brain injury typically results from accidents; however, insufficient oxygen, stroke, poisoning, or infection.
07. Deafness.
Hearing Loss-Total Deafness or a hearing loss so severe that a student is impaired in processing information through hearing, with or without amplification.
08. Hearing Impairement.
A hearing impairment so severe that a child is impaired in processing linguistic information through hearing, with or without amplification.
09 Blindness.
Visual impairment, including blindness.A child who has eyesight problems is considered to have a visual impairment. This category includes both partial sight.
10. Orthopedic Impairement.
An orthopedic impairment is when kids lack function or ability in their bodies. An example is Cerebral Palsy.
11. Other Health Impairment (OHI). Means having limited strength, vitality or Means a communication disorder, such as stuttering, impaired articulation, language.
12. Emotional Disturbance.
Various mental health issues can fall under the “emotional disturbance” category. They may include anxiety disorder, schizophrenia and bipolar disorder.
13. Multiple Disabilities.
A child with multiple disabilities has more than one condition covered by IDEA. Having multiple issues creates educational needs that cant be met in a program.
14. Disabilities.
Other Disability – This category includes all other verifiable disabilities and health related limitations that adversely affect education performance.
15. Mental Illness.
Mental Illness includes mental health and psychiatric disorders that affect daily living. Examples of accommodations for students with these conditions.
16. Cerebral Palsy.
Cerebral Palsy. A group of non – progressive conditions characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the Body.
17. Health Impairement.
Other Health Impairment (OHI). Means having limited strength, vitality or Means a communication disorder, such as stuttering, impaired articulation, language …
18. Muscular Dystrophy.
Physical – muscular dystrophy, multiple sclerosis, chronic asthma, epilepsy, etc. Developmental – down syndrome, autism, dyslexia, processing disorders.
19. Psychiatric Disabilities.
Considerations and Instructional Strategies.Students with Psychiatric disabilities may not be comfortable disclosing the specifics of their disability.
Therefore,We Can Safely Say that New Education Policy 2020 is the representation of Inclusive Education.
The Teachers Who fulfilled their responsibility in a better way, their Students remain in favor of them.Until Yesterday, Perhaps the Aim of Education was acquiring Marks and Marks Sheets.Todays Education is obtained only to get Competency Based Education. It is the responsibility of Parents to Teach their Children at Home that Physically Challenged Children have the Same Right to use Resources as Other Children.We Should help Such Children in the Society.All the Steps taken for the CWSN Children by the Mininstry Of Education Government Of India,Government Of Jammu and Kashmir,School Education Department,Principal Secretary School Education Department,Directorate Of School Education Jammu and Kashmir, Mission Director Samagra Shiksha Jammu and Kashmir,Chief Education Officers at District Level With Inclusive Education Wings are appreciated by the Niti Aayoug.Parents of CWSN also Showed Satisfaction for the Services received by them for their Children at District Level.
