Opinion | The Crown of Kashmir: Kupwara – Witnessing Unseen Progress.

Upon inquiry, an elderly man in his 70s, tears welling in his eyes, shared a poignant story: “Gobra Ess Wuch Duddwannai Yout Zindagi Bharr, Patimiyo Treyo Chhoru Wehriyo Peth Wuch Aman ti Sukoon” (My child, we witnessed violence throughout our entire lifetime. It’s only in the last 3-4 years that we have experienced peace and solace). He expressed that while every leader had sought their votes, no Kashmiri leader had delivered a macadamized road, electricity, and basic facilities. Now, he felt a profound sense of gratitude, saying, “Allah has sent Modi to fulfil our needs.

Kupwara district, often referred to as the crown district of the Kashmir Valley and affectionately known as the ‘Walnut District,’ came into existence in 1979, carved out from the former Baramulla district. Positioned approximately 110 kilometers away from the vibrant city of Srinagar, Kupwara sits at an elevation of around 5300 feet. This enchanting region unfolds between the Pir Panchal and Shams Bari mountain ranges, adorned with captivating meadows and pastures that serve as idyllic grazing grounds for cattle and sheep. Renowned passes like Sadhna, Farkiyan Gali, and Nagmarg traverse these mountain ranges, each revealing breathtaking vistas into the valleys of Karnah, Keran, and Drawa.
Situated on the edge of the Kashmir Valley, Kupwara unfolds as a tapestry of natural wonders. Its landscape, adorned with dense forests and vibrant wildlife, beckons to enthusiasts of both tourism and nature. The district reveals itself like a canvas of natural splendour, featuring enchanting meadows, pristine snowy landscapes, and gushing waters that weave through magnificent mountains. The allure of Kupwara extends beyond its geographical beauty; it encompasses the warmth of its hospitable locals and an array of captivating attractions from neighbouring countries.
This enchanting district is crisscrossed by rivers such as Pohru, Mawar, Batmooji, and Kishan Ganga, resembling strings of pearls adorning the land. These waterways host a diverse array of fish, including Brown trout, Rainbow trout, Snow trout, Shuddgrun, and Anyour, adding an aquatic charm to the picturesque tableau of District Kupwara.
Despite its abundant offerings, Kupwara remained a hidden gem, largely overlooked in the grand tapestry of Jammu and Kashmir’s development. The reasons for this historical neglect are multifaceted.
Lack of Political Advocacy: Kupwara’s journey to becoming a tourist destination faced hurdles as it lacked a prominent political advocate. The absence of a leader who could passionately champion the cause of the district’s development proved to be a significant impediment. Without a strong political voice, Kupwara struggled to garner the attention it deserved on the broader political stage.
Portfolio Disparities: Even when a formidable political figure did emerge from Kupwara, the issue often lay in the allocation of portfolios. The dearth of leaders occupying pivotal positions such as Chief Minister or Finance Minister in Jammu and Kashmir’s cabinet further marginalized the district. The lack of influence at the highest echelons of power hindered Kupwara’s prospects for comprehensive development.
Forgotten Commitments: There were instances when a leader did ascend to a significant position, raising hopes for Kupwara’s transformation. However, the historical trend suggests that once these leaders reached the political epicentre in Srinagar, the focus on their home district waned. Forgotten promises and neglected commitments left Kupwara in a perpetual state of being an afterthought in the broader development discourse.
In light of these challenges, Kupwara’s potential remained largely untapped, hidden beneath the layers of historical oversights and political dynamics.
The frontier district of Kupwara, ensconced amidst trials and tribulations in its pursuit of development and tourism prominence, has recently witnessed a significant turnaround. Over the past two years, the landscape of this enchanting region has undergone a transformative shift, and credit is owed to the diligent efforts of the administration. Let’s now unveil the remarkable developments that have unfolded, breathing new life into Kupwara’s aspirations for growth and prosperity without politicking the issues.

Digital Dawn: Illuminating Kupwara’s Borderlands
In a significant stride towards inclusivity, remote villages along the borders of Kupwara—Macchil, Teetwal, Tangdar, and Keran—have experienced a transformative change. For the first time, these picturesque borderlands have been connected to the digital realm, thanks to the installation of a Jio tower. This crucial infrastructure not only brings network connectivity to the local populace but also extends its reach to the influx of tourists, creating a bridge between these once-isolated villages and the rest of the world.
During a visit to Teetwal, a student in the 9th grade shared insights into the profound impact of this connectivity. “It was like we used to feel disconnected from the rest of the world,” he expressed. The introduction of network and internet connectivity has not only alleviated this sense of isolation but has also opened up new avenues of income for the locals. Beyond its technological implications, this initiative by the administration stands as a testament to the commitment to uplift even the remotest corners of Kupwara.
Sacred Revival of Sharda Temple:
The revival of the Sharda Temple at Teetwal stands as a beacon, not only drawing tourists but also those seeking the divine blessings of Sharda Maata. Inaugurated on 22nd March of this year by the Hon’ble Home Minister digitally, the temple has become a pilgrimage site and a serene retreat for visitors.
Beyond its spiritual significance, the administration has taken commendable steps to boost the local economy. Doors have been opened for homestays in the area, providing tourists with an authentic experience while infusing vitality into the local economic fabric.
While the reopening of the Sharda Temple is undoubtedly a result of administrative efforts, the role played by locals and the Kashmir Writers Association, an NGO, is equally praiseworthy. Their collective endeavors have not only revived a sacred site but have also contributed to the overall development of the region.
Educational Milestones:
The establishment of the Government Medical College (GMC) and Biotechnology Park in Handwara marks a monumental achievement, bringing a significant educational institution to the heart of the district. The initiation of the first MBBS batch at GMC this year adds a new chapter to Kupwara’s educational landscape. These institutions play a dual role, not just as centers of learning but as engines for economic growth. The presence of GMC and the Biotechnology Park is set to absorb the local unemployed youth, providing opportunities for skill development and financial stability. The ripple effect of this development is felt in the local economy as students and staff, in their pursuit of education and work, contribute to the rental market and, in turn, boost the district’s economic vibrancy. This historic step in Kupwara’s development is a testament to the government’s commitment to fostering education and economic prosperity. As a resident, I extend heartfelt gratitude to the government for this transformative initiative.
Bangus Valley: Kupwara’s Unseen Gem Awakens
Nestled on the border, Bangus Valley stands as a testament to nature’s grandeur, boasting snow-capped mountains, lush green forests, and crystal-clear streams. Despite its breathtaking beauty, Bangus remained in the shadows for years, overlooked and absent from the tourist map. However, recent years have witnessed a remarkable transformation.
In 2013, whispers of turning Bangus into a Golf Course circulated, but the idea faced resistance as it was perceived to bring minimal benefits to the locals. Today, Bangus is not just a tourist destination; it has become the crown jewel of Kupwara. Four fully macadamized roads weave through the landscape, providing access to this natural wonder from different vantage points.
Over the past three years, the Hon’ble LG Sinha’s two visits to inaugurate the Bangus Festival underscore the newfound importance of this valley. This contrasts with the historical reluctance, and the metamorphosis of Bangus has catapulted Kupwara into a must-visit destination. Witnessing visitors from Delhi, Mumbai, Bengaluru, and locals of the UT, the valley has become a melting pot of diverse cultures and a symbol of Kupwara’s rising prominence.
Roads of Redemption: Kupwara’s Transformative Journey
For years, the roads in Kupwara bore the scars of neglect, earning a reputation as the most challenging to traverse among the districts of Kashmir. However, the last two years have ushered in a remarkable change, not only in the main arteries but also in the often-overlooked inner links.
As I explored my neighborhood last September, I couldn’t help but notice the transformed roads, a stark contrast to my childhood memories of bumpy rides. Curious to learn more, I visited some places where macadamized roads were a novelty. Upon inquiry, an elderly man in his 70s, with tears welling in his eyes, shared a poignant story. “Gobra Ess Wuch Duddwannai Yout Zindagi Bharr, Petmu Treyo Chhoru Wehriyo Peth Wuch Aman ti Sukoon” (My child, we just saw violence our whole lifetime. While there is much more to chronicle about the transformative changes in the past 2-3 years, one noteworthy highlight is the recent accolade bestowed upon Lolab Valley. Recognized with the Gold for Best Offbeat Destination in India at the prestigious Outlook Traveller Awards 2023, it symbolizes not just an award but a testament to Kupwara’s emergence as a destination of choice. These glimpses of progress are a testament to the district’s potential and its journey towards greater acclaim.
