The drug abuse and its trafficking have increased from past few years in Jammu and Kashmir. The current scenario has reached to a greater extent throughout the whole Jammu and Kashmir region. It has been observed that youth is mostly found involved in drug trafficking and in its consumption which is a grave cause of concern for all of us. The Government of India has been successful in breaking the backbone of terrorism and its financing   has been completely dismantled by our security forces due to which terrorists are unable to ensure survival of their nefarious designs.  Now Pakistan has intensified its tactics of sending narcotics into Jammu and Kashmir but due to efforts of security agencies the enemy is not comfortably in a position to push narcotics and terrorists to this side. Security forces have so far busted many drug modules on Line of Control and on IB (International Border).
Terrorists are unable to conduct any major attack and are not in a position to fight with the security agencies but they now prefer to destroy our young generation with drugs which is the worst form of their cowardice. Not only has a large number of terrorists been eliminated but the entire ecosystem of separatism has been broken down into pieces. On the one hand security agencies are conducting successful operations against terrorism and on the other hand the government is trying hard to bring the youth towards positivity. Government institutions organize events related  to drug abuse in every part of  Jammu and Kashmir. The awareness initiatives carried out by the government authorities have disallowed the terrorists to misuse the youth. In order to keep the youth away from drugs the government organisations have made tremendous contributions in the sports sector, education, cultural and in creative youth engagement. Even women empowerment initiatives are run in Jammu and Kashmir.
To sustain normalcy and to make peace a permanent feature of the Jammu and Kashmir government is leaving no stone unturned. This has provided a chance to the civil administration to work in a fear-free atmosphere. The wonderful approach of the government to deal with Kashmir has given a severe blow to terrorist outfits and their  masters. Government is playing a wonderful role to eliminate  drugs from Jammu and Kashmir.
There is no doubt in it that administrations have   won the hearts and minds of people. It has undoubtedly made a successful reach out to masses despite the fact that efforts are still made continuously by the enemy   to cause damage to the peaceful atmosphere of Jammu and Kashmir.
Many state and central agencies work in isolation. The state police generally catch distributors and peddlers, whereas central agencies focus on apprehending big time smugglers. There is an urgent need to develop a system for sharing of information which would help the enforcement agencies connect the distributors to the source of supply. There should be an empowered, full fledged dedicated department to deal with Narco-terrorism. Therefore there is a need that the government of India should provide every assistance to Indian security agencies to enable them to work more efficiently in this regard.
Exposing a drug traffic network requires years of planning, intelligence collection and sustained efforts to bust the network. There is need to go out of way and out of box steps  need to be initiated immediately like identification of  the properties of drug peddlers and their seizure. Few more steps should be tried like, cancellation of CA&PD ration cards/ driving license/ health cards, sanctions on movement of these drug peddlers near educational institutes, Public places and public transport.
The civil administration needs to maintain a list of the drug peddlers and notify them in public so that society will maintain distance  from them. The list can be named as “Exit Control List”. Those who fall in the list should not be allowed  to enter into the territory of other districts. This step will send a strong message to  their handlers and people dealing with it will become useless for their mafias. The number of the Rehabilitation Centres need to increase and officials working for these centres need to be trained in the subject. Time has come that substance consumers and persons in its trafficking should be dealt  equally with one yardstick. Consumers should be jailed and kept away from society rather than expecting their recovery. The more they are kept in the society the more people they will get into this curse. Since its business and its consumption is connected to Norco terrorism, the state should show no mercy upon anybody involved in it.
There is a need to develop special skills within police, paramilitary and Army organizations dealing with drugs. Officers must be trained on investigation techniques to track organized crime syndicates. Conscious civilian groups at the village level can be organized to be vigilant in their localities since they have specific information about individuals involved in drugs. This initiative can be implemented at the district level, and conscious citizens would willingly participate in this effort and share the information with the concerned authorities to stop the menace.
