India is a land of immense cultural wealth, where every region tells its own story through art, craft, and tradition. Across centuries, the subcontinent has been home to generations of skilled artists and craftsmen whose creations have shaped not only the country’s heritage but also its socio-economic fabric. From the gleaming intricacy of gold ornaments to the delicate strokes of hand-painted pottery, from the sturdy elegance of wood carvings to the vibrant hues of handwoven fabrics, India’s craftsmanship has been both an expression of identity and a source of livelihood for countless families.

However, in recent decades, the winds of industrialization and rapid modernization have swept through the country, bringing with them challenges that have shaken the very foundation of these age-old traditions. Machine-made goods, changing consumer preferences, and globalized production models have gradually displaced handcrafted products in the market. As a result, many artisans have struggled to sustain themselves financially, with their skills losing recognition and their communities witnessing economic instability. Recognizing the urgent need to safeguard this invaluable heritage and empower the people behind it, the Government of India launched the PM Vishwakarma Yojana—an ambitious and holistic initiative aimed at integrating traditional artisans and craftspeople into the modern economy while preserving the essence of their cultural artistry.

The scheme was announced by Hon’ble Prime Minister Narendra Modi on 15 August 2023 and officially launched on 17 September 2023, coinciding with Vishwakarma Jayanti, a day traditionally associated with craftsmanship, labour, and creativity. By launching this scheme, the Prime Minister envisioned not only the revival of fading art forms but also the upliftment of those who have kept them alive for generations. Through market access, financial assistance, skill development, and digital empowerment, the PM Vishwakarma Yojana seeks to transform the socio-economic conditions of millions of artisans, enabling them to thrive in a rapidly changing economic landscape while keeping India’s cultural identity intact. Named after Lord Vishwakarma—the divine architect in Hindu mythology and a symbol of ingenuity, skill, and creativity—the scheme embodies the spirit of India’s traditional artisans. Its primary objective is to bridge the gap between age-old craftsmanship and contemporary market demands by equipping artisans with modern skills, facilitating financial inclusion, and integrating them into mainstream trade and industry. The program focuses on enhancing the quality of traditional crafts through structured skill development programs. These trainings are designed to merge ancestral knowledge with modern techniques, ensuring that artisans can maintain the authenticity of their craft while adapting to changing consumer needs. Financial assistance forms a core pillar of the scheme, with collateral-free loans provided at concessional interest rates to help artisans invest in better tools, raw materials, and production methods. In today’s digital age, online visibility is as important as skill.

The Yojana emphasizes digital empowerment by encouraging artisans to use e-commerce platforms and digital transactions, enabling them to reach both national and international markets. To further strengthen market presence, the scheme provides assistance in branding, packaging, and marketing strategies—critical components for competing in modern trade environments. The PM Vishwakarma Yojana is uniquely comprehensive, targeting 18 traditional artisan trades including goldsmiths (Sunar), blacksmiths (Lohar), carpenters (Suthar), potters (Kumhaar), toy makers, basket weavers, cobblers (Chammar), and sculptors, among others. By focusing on these trades, the scheme aims to protect endangered art forms, promote rural economic growth, and reduce migration by creating sustainable livelihoods within local communities.

Women artisans hold a special place in this initiative, particularly in sectors like weaving, ceramics, embroidery, and toy-making. The scheme recognizes their significant contribution to household income and cultural continuity, offering targeted support to ensure gender-inclusive development. Furthermore, artisans belonging to minority communities and SC/ST/OBC categories receive dedicated assistance to promote equity and inclusion. The scheme offers two tranches of collateral-free loans at an interest rate of just 5%. The first tranche provides up to ₹1 lakh, while the second tranche, offered upon successful repayment of the first, extends up to ₹2 lakh. This financial support ensures that artisans can scale up their work without falling into the traps of high-interest informal loans.

Skill development is an equally vital component of the program. Artisans undergo a preliminary training phase of 5–7 days, covering safety measures, modern tool handling, and customer engagement techniques. Advanced training sessions, lasting between 15 days and a month, introduce artisans to new production methods and digital technologies, enhancing their competitiveness in a global market. Participants receive a daily stipend of ₹500 during training, ensuring that they can focus on learning without sacrificing income. To further boost productivity, each beneficiary receives a free toolkit worth ₹15,000, tailored to their specific trade. This provision ensures that artisans have access to the latest With an allocated budget of ₹13,000 crore for the period 2023–2028, the PM Vishwakarma Yojana is one of the most significant investments in India’s artisanal sector to date.

The Ministry of Micro, Small, and Medium Enterprises (MSME) serves as the nodal ministry, with implementation support from banks, the Small Industries Development Bank of India (SIDBI), District Industries Centres (DICs), and select non-governmental organizations. This multi-agency approach ensures that the scheme is executed efficiently and that artisans receive timely support across all stages—from training and financing to marketing and sales. The broader vision of the PM Vishwakarma Yojana is not just economic—it is cultural and social. By reviving dying crafts, the scheme preserves India’s intangible heritage, ensuring that future generations can continue to learn from and take pride in these traditions. In rural areas, the scheme promises to boost local economies, create jobs, and reduce the need for outmigration by offering dignified employment close to home . The initiative also reinforces the government’s commitment to the “Vocal for Local” and “Make in India” campaigns, linking tradition with modernity and ensuring that those who create India’s legacy are also active participants in shaping its future. The PM Vishwakarma Yojana represents more than just an economic program—it is a national movement to restore pride, dignity, and prosperity to India’s craftsmen and women. By addressing the challenges of skill development, financial access, market integration, and digital literacy, the scheme offers a holistic pathway for artisans to thrive in the 21st century without losing the soul of their craft. As India strives to become a $5 trillion economy, initiatives like this are vital to ensuring that growth is inclusive and that no segment of society is left behind. With effective implementation, continuous monitoring, and active community participation, the PM Vishwakarma Yojana has the potential to transform the lives of millions, enrich India’s cultural capital, and contribute meaningfully to both the nation’s GDP and its social fabric.
