October 31 marks an important milestone in the contemporary history of Jammu and Kashmir. On this day in 2019, the Jammu and Kashmir Reorganisation Act, 2019, came into effect, establishing the Union Territory of Jammu and Kashmir and ushering in a new phase of administration, infrastructure development and public service delivery. Union Territory Day provides an opportunity to recognise the achievements made across key sectors and Jammu and Kashmir’s growing role in India’s development journey. Under the leadership of Prime Minister Narendra Modi, Jammu and Kashmir has seen sustained attention to infrastructure, connectivity, welfare delivery and economic development. Major projects have strengthened transport networks, improved access to remote areas and created a foundation for expanded economic activity. The emphasis on connecting people, institutions and markets has given fresh momentum to development across the Union Territory.

One of the most significant achievements has been the commissioning of the Udhampur-Srinagar-Baramulla Rail Link in June 2025, connecting the Kashmir Valley with the wider Indian railway network. The Chenab Rail Bridge, the world’s highest railway arch bridge, and the Anji Khad Bridge, India’s first cable-stayed railway bridge, are outstanding engineering achievements. The 272-kilometre rail project includes 36 tunnels and 943 bridges. It strengthens passenger connectivity and creates new possibilities for tourism and the movement of goods, while helping connect communities across challenging Himalayan terrain.Road infrastructure has also received substantial attention. Highway improvements, tunnels and bridges have helped improve access between parts of Jammu and Kashmir and the rest of the country. The Dr Syama Prasad Mookerjee Tunnel and other strategic road projects illustrate how modern infrastructure can improve travel and support economic activity. Better connectivity is particularly valuable for border districts, rural communities, farmers and tourism entrepreneurs, providing more efficient access to markets and essential services.

Lieutenant Governor Manoj Sinha has played an important role in advancing Jammu and Kashmir’s development agenda. Through engagement with district administrations and local communities, he has emphasised public outreach, responsive administration and implementation of development programmes. His focus on infrastructure, education, sports, agriculture, tourism and youth empowerment has kept grassroots development prominent in the administration’s work. These efforts complement the wider development vision of the Government of India and support the objective of extending public services and opportunities to communities across Jammu and Kashmir.Tourism remains one of Jammu and Kashmir’s major economic strengths. The region’s lakes, gardens, mountains, meadows, shrines and cultural heritage attract visitors from across India and abroad. Srinagar, Gulmarg, Sonamarg and the pilgrimage destinations of Jammu and Kashmir are complemented by emerging destinations such as Gurez, Bangus, Keran and Lolab. Promoting lesser-known destinations can spread tourism activity more widely and create opportunities for accommodation providers, transport operators, guides, artisans and small businesses. Responsible tourism can also help preserve the natural environment and cultural heritage that make Jammu and Kashmir distinctive.

Government programmes relating to housing, sanitation, electricity, drinking water, healthcare, education and financial inclusion have expanded access to essential services. Digital governance has made many public services more accessible and created additional channels for citizens to apply for services and submit grievances. The continued delivery of welfare programmes, alongside major infrastructure projects, is an important part of improving everyday life for families in both urban and rural areas. Economic development and employment generation are central to Jammu and Kashmir’s progress. Initiatives supporting entrepreneurship, self-employment, industrial investment and skill development have opened avenues for individuals to participate in economic activity. Horticulture, particularly apple production, remains vital to rural livelihoods. Handicrafts, handloom products, saffron, dry fruits and other traditional industries also carry considerable economic and cultural value. Better transport links, market access and support for enterprise can help these sectors reach wider markets and strengthen local incomes. Jammu and Kashmir’s youth are an important source of talent, creativity and innovation. Investment in education, technical training, sports facilities and entrepreneurship can help young people develop skills for emerging opportunities. Sporting achievements, cultural activities and digital enterprises show the breadth of interests among the younger generation. By supporting education, innovation and enterprise, development programmes can help local talent contribute more fully to Jammu and Kashmir’s economic and social advancement. The Indian Army and other security forces also contribute to community welfare through outreach, educational assistance, medical support and youth engagement in various areas. Alongside the work of the civil administration and local communities, these activities help support people in remote and border locations. Peace, stability and effective public institutions are important foundations for tourism, investment, education and sustained economic activity.

Jammu and Kashmir’s cultural heritage remains an integral part of its identity. Its languages, traditional crafts, literature, religious landmarks and shared customs enrich India’s wider cultural landscape. Initiatives that promote heritage tourism, preserve historic sites and support traditional occupations can ensure that economic development goes hand in hand with the preservation of local traditions. Union Territory Day is an occasion to acknowledge the work of the Government of India, the Union Territory administration and the people of Jammu and Kashmir in advancing infrastructure, public services and development opportunities. Progress in railway connectivity, road networks, tourism and welfare delivery has laid an important foundation for continued growth. Continued attention to investment, education, employment, healthcare and effective governance can build on this progress.

October 31 therefore marks an important chapter in Jammu and Kashmir’s development journey. The achievements of recent years reflect a sustained emphasis on connectivity, modernisation and public welfare. With continued investment, effective implementation and the participation of its people, Jammu and Kashmir can further strengthen its economy, improve public services and contribute to India’s vision of a developed nation.
