The Pulwama attack, which occurred on 14th February 2019, is one of the most agonising and defining incidents in the recent history of India. A suicide attack was conducted on a convoy of India’s Central Reserve Police Force personnel in the state of Jammu and Kashmir, resulting in the unfortunate death of 40 brave security personnel. The entire nation was left in shock and witnessed a huge outpouring of grief, anger, and solidarity. The entire nation came together to pay their respects to the martyred security personnel and pledged their unflinching support to the families of the brave security personnel.
Initially, the Indian government was under immense public pressure to react strongly. However, the situation required a balanced and calculated response. India had always maintained restraint in the face of provocations, sometimes choosing to engage with the international community and raise its voice against terrorism. Pulwama was seen as having crossed a threshold due to the magnitude of the loss of life and the symbolism of attacking uniformed personnel in such a way. The mood in the country was one of needing a response that would pay homage to the martyrs and reiterate India’s commitment to protecting its sovereignty.
Twelve days later, on 26 February 2019, India carried out a planned air strike on the infrastructure of terrorists in Balakot. This air strike, conducted by the Indian Air Force (IAF), marked a significant turning point in India’s security policy. The air strike was an exercise of the right to self-defence of the country. The Indian government termed it a non-military pre-emptive action that targeted the terrorist training infrastructure and not the civilian or military infrastructure.
The Balakot air strike was a display of the precision, coordination, and readiness of the Indian Air Force, which carried out the air strike using Mirage-2000 fighter jets equipped with precision-guided munitions. This was a display of the high level of operational planning and intelligence support that is available to the Indian military.
The success of the air strike was a demonstration of the professionalism of the Indian Air Force and its capability to conduct complex military operations beyond the immediate borders of the country while maintaining restraint. The hallmark of the operation is its measured approach. The air strike maintained a limited scale and a targeted approach. By targeting the terrorist infrastructure, India has made it clear that its intentions are primarily driven by its counter-terrorism policy with a measured approach. This aspect was significant in a region that has been characterised by a history of tensions and nuclear weapons. The government made it clear that the operation was primarily preventive and defensive in nature, intended to deter future attacks and promote security. By doing so, India struck a balance between toughness and responsibility.
The Balakot operation brought a paradigm shift in the national security policy of India. For the last several decades, strategic restraint was the hallmark of India’s response to cross-border terrorism. The Pulwama aftermath showed that there was a shift towards a more proactive and assertive policy on deterrence. The operation showed that India stands for peace and stability in the region and will act accordingly if its citizens and security forces are threatened.
International responses also contributed to the larger narrative. Some international powers acknowledged India’s concerns about terrorism and reaffirmed the need to counter violent extremism. Although they called for restraint on all sides, most international powers acknowledged the need to counter terrorism in the larger framework of international law. The engagement of international powers was crucial to convey the message of India’s stance, which reiterated that the operation was strictly limited in scope and remained purely defensive.
At the regional level, the operation impacted strategic perceptions. It signalled that the Indian security paradigm had matured from a reactive posture to a position of credible deterrence. The message was clear about preparedness and determination. Through this operation, India demonstrated capability and intention to alter the deterrence equation and deter any future attacks. The operation had symbolic significance beyond its immediate strategic intent.
Internally, the reaction promoted a sense of oneness. Political differences were shelved in the wake of the events, as people from all political backgrounds rallied behind the military. The strike came to be known as a response to the martyred soldiers of Pulwama, as it was asserted that their sacrifice would be answered with determination and strategic intent. The situation promoted a sense of collective pride in the military and strategic intent in India.
Pulwama and Balakot came to represent a defining moment in the development of India’s security paradigm. These events came to emphasize the need for the convergence of military efficacy, intelligence, diplomacy, and political will. The events came to highlight that national security in the contemporary age requires strength and strategic communication. India’s response came to be characterized by strength and restraint.
In the end, the Balakot air strike became more than just a military action; it became a statement. It showed that India is ready to protect its sovereignty, its citizens, and its security paradigm from threats. It also showed that it is committed to regional stability and international norms. In this complex geopolitical environment, the Balakot air strike showed a confident and assertive India that wants peace and cooperation but is not afraid to stand up to terrorism and protect its national interests.
