The launch of the 100-day ‘Nasha Mukt Jammu & Kashmir Abhiyaan’ marks a decisive and historic intervention in the Union Territory’s fight against drug abuse. Spearheaded by Lieutenant Governor Manoj Sinha, this campaign is not merely an administrative programme but a mass movement aimed at safeguarding the future of Jammu and Kashmir’s youth. At a time when substance abuse has emerged as a serious social and security concern, the initiative reflects both urgency and resolve. The campaign was formally launched from Jammu with a mega padyatra, symbolizing collective action and public awakening. This will be followed by a similar large-scale outreach programme in Srinagar, ensuring that the message of a drug-free society resonates across regi The administration has envisioned this as a people’s movement, emphasizing participation from students, youth organizations, civil society, and grassroots institutions.

What sets this campaign apart is the meticulous planning and strong administrative backing behind it. Prior to its launch, Lieutenant Governor Manoj Sinha chaired a high-level meeting to review preparedness, bringing together top officials including the Chief Secretary, senior police leadership, divisional commissioners, and district officers. The meeting laid the foundation for a coordinated and structured approach, with a department-wise action plan and a clearly defined calendar of activities for the 100-day period.During these meetings, the Lieutenant Governor articulated a clear and uncompromising policy: strict action against drug peddlers while ensuring protection and rehabilitation for victims. His statement, “Don’t touch the innocent and don’t spare the culprit”, captures the essence of a balanced yet firm governance approach.

One of the central pillars of the 100-day campaign is breaking the supply chain of narcotics, particularly those entering Jammu and Kashmir from across the border. The administration has identified the inflow of drugs as part of a larger conspiracy aimed at destabilizing society and targeting the youth. Accordingly, law enforcement agencies have been directed to intensify operations, dismantle trafficking networks, and ensure swift and exemplary punishment for offenders. Simultaneously, the campaign places equal emphasis on demand reduction and rehabilitation. Authorities have been instructed to identify victims of substance abuse and provide them with proper counseling, treatment, and reintegration support. This dual approach combining enforcement with empathy reflects a mature and humane strategy.Another significant feature of the campaign is the institutional framework established for its execution. Committees have been constituted at the Union Territory, divisional, and district levels to ensure seamless coordination among departments. These committees are responsible for implementing awareness campaigns, monitoring progress, and ensuring accountability throughout the 100-day period.

Public awareness is at the heart of the ‘Nasha Mukt’ mission. A series of high-impact Information, Education, and Communication (IEC) programmes have been planned, targeting schools, colleges, and communities. The involvement of NCC, NSS, Scouts and Guides, and volunteers ensures that the message reaches even the remotest areas. The administration has also encouraged citizens to actively report cases of drug abuse, thereby strengthening community vigilance.Importantly, the campaign seeks to transform itself into a Jan Andolan, a people-led movement rather than a top-down initiative. Lieutenant Governor Manoj Sinha has repeatedly emphasized that the fight against drugs cannot be won by the government alone; it requires collective societal effort. By integrating public feedback and encouraging community participation, the administration aims to build a sustainable and long-term resistance against the drug menace.

The role of district administrations is equally crucial in this mission. Deputy Commissioners and Senior Superintendents of Police have been tasked with conducting regular review meetings, ensuring strict enforcement, and monitoring awareness activities. These ground-level engagements are vital in translating policy into tangible outcomes. The campaign also underscores the importance of inter-departmental coordination. Departments such as Home, Social Welfare, Health, and Education are working in tandem to address different dimensions of the problem. While law enforcement agencies focus on curbing supply, health departments are strengthening de-addiction services, and educational institutions are driving awareness campaigns.Lieutenant Governor Manoj Sinha’s leadership has been instrumental in giving direction and momentum to this initiative. His proactive approach, reflected in continuous review meetings and clear directives, has ensured that the campaign is not reduced to a symbolic exercise. Instead, it is being implemented as a mission-mode programme with measurable targets and outcomes.

The broader vision behind the ‘Nasha Mukt Jammu & Kashmir Abhiyaan’ is to secure the future of the youth and protect the social fabric of the society.Drug abuse not only destroys individual lives but also weakens families, communities, and the economy. By addressing this issue comprehensively, the administration is laying the foundation for a healthier and more resilient society.

Moreover, the campaign carries a strong message of hope and determination. It signals that the government is fully committed to confronting challenges head-on and is willing to adopt innovative and inclusive approaches. The emphasis on rehabilitation and community participation reflects a shift towards a more holistic governance model.

As the 100-day campaign unfolds, its success will depend on sustained effort, public cooperation, and strict enforcement. However, the initial momentum, strategic planning, and leadership commitment provide strong grounds for optimism.

The ‘Nasha Mukt Jammu & Kashmir Abhiyaan’ is more than a campaign, it is a transformative mission. Under the leadership of Lieutenant Governor Manoj Sinha, Jammu and Kashmir has embarked on a determined path towards eradicating drug abuse. If executed with the same dedication and collective spirit, this initiative has the potential to become a model for other states facing similar challenges.
