India’s emergence as a powerful diplomatic actor has taken place in the context of rapidly changing international political dynamics. And with increasing pressures on the global community such as geopolitical tensions or war, environmental degradation or global warming and global pandemic or public health, many nations view India’s increased role within the system of global governance as being that of a responsible and capable leader which will work towards promoting a more balanced and stable orientation to international cooperation. This has been accomplished through effective use of diplomatic activity, engagement with regional neighbours and development of economic partnerships, and through commitment to multilateral diplomacy.
The rise of India as a significant global actor is intimately related to the rise of India as one of the world’s leading economies, one of the most populous democracies on the planet, and a technology leader because India is not only a very good technology developer but also has the youngest and fastest growing technology workforce in the world. Over the past ten years or so, Indian foreign policy has not only developed beyond traditional bilateral approaches to include multi-faceted aspects of foreign policy, but has also been focused on being able to incorporate economic interests, security issues, humanitarian aid, and cultural connections within its overall strategic foreign policy objectives. The strategic partnerships that India has with leading global powers are a key element of its diplomatic efforts. This has enabled India to have successful relations with countries across all schools of thought and come together into a cohesive global community. India’s relationship with the United States has become increasingly important through cooperation on issues of defence, technology, trade and clean energy. The cooperative initiatives that have been established, including those focusing on cybersecurity, artificial intelligence and semiconductor development all illustrate the increasing interdependence of India and the United States in two of the most important sectors of the future economy. In addition to the United States, India has also developed its defence and energy relationships with Russia, reflecting its policy of strategic autonomy. A recent development that assists this theme is the strengthening of India’s bilateral partnerships with a number of countries in Europe, Japan, Australia and the Middle East. The Quad, which is made up of the United States, India, Japan and Australia, is one of many examples of how India is playing a significant role in fostering peace, stability and the promotion of a free and open Indo-Pacific region. In addition to this, India has also demonstrated its commitment to actively contributing to and participating in international governance and policy development by way of its involvement in BRICS, the G20, the Shanghai Cooperation Organisation and the United Nations.
A major characteristic of India’s Foreign policy have been its focus on connecting with the region through regional co-operation. India has tried to enhance its relationship with its neighbouring countries, such as Bangladesh, Nepal, Sri Lanka, Bhutan, and the Maldives, under its “Neighbourhood First” policy. With infrastructure projects, cooperation on energy, trading agreements, and providing humanitarian aid, India has strengthened relationships in the neighbourhood. During both natural disasters and economic difficulties in neighbouring countries, India has painted an image of being a reliable partner in South Asia.
Connectivity is another critical element of India’s Diplomacy. India invests in transportation corridors, digital infrastructures, and maritime connectivity to create regional integration and economic growth. The International North-South Transport Corridor and the India-Middle East-Europe Economic Corridor are two projects aimed at improving and linking trade routes among Asia, Europe, and the Middle East by removing logistical barriers to trade. India’s emphasis on promoting maritime diplomacy throughout the Indian Ocean region is a reflection of its interest in maintaining security of the trade routes, as well as enhancing co-operation among the nations within the region.
India’s emergence as a significant player on the global stage stood out during its time as President of the G20. India’s emphasis on bringing attention to issues confronting the developing world, and championing the rights of Third-World countries, solidified its role as a spokesperson for the Global South. Key areas were discussed at the G20, including the need for inclusive economic development, climate finance, the digital infrastructure for public services, food security and sustainability.
Another major factor defining India’s place in the global community is its commitment to international collaboration and humanitarianism. India provided COVID-19 vaccines and other medical supplies to numerous nations globally through its “Vaccine Maitri” program during the pandemic. This type of humanitarian effort positively impacted India’s image as an altruistic nation willing to assist in global public health initiatives that address times of crisis. Additionally, India is involved in international emergency response (disaster related), contributes to UN peacekeeping operations and has established long-term developmental partnerships with countries in Africa and Asia, further demonstrating its commitment to solidarity within the international community. The diplomatic influence in India has been aided by the achievements made due to new technology and digital advancements for India over time. Digital payment systems, digital identification, and advancements in India’s Space Program have attracted the attention of countries around the world. Therefore, developing nations around the world are looking at the model of India’s Digital public infrastructure as a reference for creating their own. Similarly, India has raised its Scientific and technological prestige around the world for its accomplishments, such as the successful explorations of the moon and Mars. Climate diplomacy is becoming a large aspect of India’s influence in world politics. The importance of balancing the development of India with being a responsible steward of the environment has led India to play an important role in climate negotiations at the global level. Through initiatives like the International Solar Alliance, India is attempting to demonstrate its commitment to renewable energy and sustainable development at the international level. By committing to achieve net zero emissions by 2070 and investing in green practices, India is signaling its intention to participate in creating a global climate agenda that is fair for developing and developed nations.
Besides these successes, India has several uncertainties it needs to overcome if it is to reach its goal of being a leader on the global stage. Tensions along the border, security issues in the region, the disparity between rich and poor, and problems developing India domestically need to be addressed. In addition, the need for diplomatic skills will be essential to maintain a strategic balance between competing world powers. Further, India must continue developing its infrastructure, improving its education system, and increasing innovation if it wants to achieve long-term influence. However, India has demonstrated an approach to diplomacy characterized by confidence, flexibility and ambition. Instead of relying solely on military strength as is often seen with traditional power politics, India’s rise has been viewed increasingly through cooperation, development, communication with others and democratic values. This unique ability to engage with both developed and developing countries puts India in a prime position to operate effectively within the fragmented global order. The world is undergoing a shift toward multipolarity in which multiple global powers will distribute power between them, rather than reside with one single superpower. This new global environment provides India with a great opportunity to act as a bridge between the Global North and Global South. India’s unique contributions to the development of international relations include its long history, cultural diversity, and commitment to peaceful coexistence; these factors provide India with solid ground upon which to establish constructive relationships in the international arena.
India’s diplomacy illustrates how this nation has evolved from being just a regional player to a budding global leader. Through numerous means such as forming strategic partnerships, connecting better with regions around them, helping others through humanitarian efforts, innovating through technology and working with international institutions to solve challenges for all, much of how the world is talking about certain issues today can be attributed to what India does and continues to do. Although there are still obstacles ahead of them, India has established confidence as well as diplomatic outreach and is on course to define the future of global cooperation and international relations throughout the rest of the 21st century.
