Pakistan’s repeated military actions inside Afghanistan have drawn widespread criticism from Afghan authorities, international human rights organisations, and regional observers. Conducted under the stated objective of targeting militant groups allegedly operating from Afghan territory, these cross-border operations have instead been associated with civilian casualties, displacement, diplomatic confrontation, and further instability in an already fragile region. Rather than producing lasting security, critics argue that such military actions have deepened mistrust between the two neighbouring countries and complicated efforts to achieve sustainable peace. Following the Taliban’s return to power in August 2021, many observers expected a reduction in tensions between Islamabad and Kabul. Instead, relations steadily deteriorated. Pakistan has repeatedly accused the Afghan Taliban of allowing the Tehrik-i-Taliban Pakistan (TTP) to operate from Afghan territory, while the Taliban administration has rejected these allegations and condemned Pakistan’s military actions as violations of Afghanistan’s sovereignty. The result has been an increasingly volatile border marked by airstrikes, artillery shelling, armed clashes, and growing diplomatic hostility.

One of the most controversial incidents occurred in April 2022, when Pakistani airstrikes reportedly struck villages in Afghanistan’s Khost and Kunar provinces. Afghan officials stated that dozens of civilians, including women and children, were killed. Images from the affected areas circulated widely, prompting condemnation from humanitarian organisations and the Taliban government. Although Pakistan maintained that it was acting against terrorist threats, the reported civilian toll raised serious questions about the proportionality of the operation and compliance with international humanitarian law.

Another round of reported Pakistani airstrikes in March 2024 targeted areas in Paktika and Khost provinces after attacks on Pakistani security personnel. Once again, Afghan authorities accused Pakistan of violating their country’s territorial integrity and causing civilian casualties. These repeated military operations have reinforced the perception among many Afghans that Pakistan is willing to pursue its security objectives at the expense of Afghan civilians and national sovereignty.

The humanitarian consequences of such operations are profound. Families living in border districts often find themselves trapped between armed groups and military responses. Homes, schools, and livelihoods have been disrupted, while repeated displacement has left thousands facing uncertainty and hardship. Children are particularly affected, with interrupted education, psychological trauma, and limited access to healthcare becoming recurring features of life in conflict-affected areas. Humanitarian agencies have consistently emphasised that civilians should never bear the burden of military confrontation. Pakistan’s actions have also undermined diplomatic relations with Afghanistan. Instead of fostering cooperation against shared security threats, cross-border strikes have fuelled resentment and eroded trust. Afghan officials have repeatedly described these operations as unacceptable violations of international law and have lodged formal diplomatic protests. Such incidents make constructive dialogue more difficult at a time when both countries face serious security and economic challenges.

Critics further argue that military action alone cannot eliminate terrorism. Decades of conflict have demonstrated that sustainable security requires effective intelligence cooperation, political engagement, economic development, and respect for the sovereignty of neighbouring states. Unilateral military operations risk creating new grievances, increasing anti-Pakistan sentiment, and providing extremist organisations with opportunities to exploit local anger for recruitment and propaganda. The controversy is further intensified by the unresolved dispute over the Durand Line. Pakistan regards it as the internationally recognised border, whereas successive Afghan governments have challenged its legitimacy. Pakistan’s border fencing and military deployments have frequently triggered confrontations with Afghan border forces, adding another layer of tension to an already fragile relationship. Rather than resolving disputes, military measures have often reinforced political divisions and hardened public opinion on both sides.

The broader regional implications are equally concerning. Persistent instability along the Pakistan-Afghanistan border threatens regional connectivity projects linking South Asia with Central Asia, discourages investment, and undermines efforts to promote economic integration. Continued confrontation also diverts valuable resources away from development and humanitarian assistance while prolonging insecurity across the region. The international community has repeatedly urged restraint. The United Nations and numerous human rights organisations have stressed the importance of protecting civilians, respecting state sovereignty, and resolving disputes through dialogue. Calls for transparent investigations into reported civilian casualties reflect growing concern over the humanitarian consequences of cross-border military operations. Pakistan’s security concerns regarding militant violence are genuine and deserve serious attention. However, these concerns cannot justify actions that reportedly result in civilian deaths or undermine the sovereignty of another state. International law requires that counterterrorism measures remain necessary, proportionate, and consistent with humanitarian obligations. Lasting peace cannot be achieved through repeated military incursions that risk widening conflict rather than resolving it.The future of Pakistan-Afghanistan relations depends on diplomacy rather than escalation. Joint counterterrorism mechanisms, intelligence sharing, confidence-building measures, and sustained political dialogue offer a more durable path towards regional stability than recurring military action. Respect for civilian life, adherence to international law, and mutual recognition of each country’s sovereignty must form the foundation of any meaningful security framework.

Pakistan’s military actions in Afghanistan therefore remain a deeply contentious issue with consequences extending far beyond the battlefield. While undertaken in the name of national security, these operations have frequently generated humanitarian suffering, intensified diplomatic tensions, and weakened prospects for long-term peace. A stable and secure region will ultimately require cooperation instead of confrontation, ensuring that the pursuit of security never comes at the cost of innocent civilian lives.
