PULWAMA : District Development Commissioner (DDC) Pulwama, Kuldeep Krishan Sidha, today chaired a review meeting to assess the implementation of the Solid Waste Management (SWM) Rules, 2026 across the district.
A detailed presentation on the progress and status of implementation was presented before the Chair, covering SWM assets, capacity building, IEC activities, monitoring and reporting, and door-to-door (D2D) waste collection.
The meeting was informed that four Plastic Waste Management Units and 166 segregation sheds have been constructed across the district, while 676 community compost pits have been established. Under capacity building, 19 training sessions covering 570 participants have been conducted.
Under IEC activities, 26 awareness camps have been organised, with over 1,400 pamphlets distributed while extensive wall writings and flexes have been placed across the district.
The chair also reviewed D2D waste collection across the district. It was further informed that seven Gram Panchayats have adopted two-stream source segregation, while further efforts are required to expand segregation and improve collection and processing of waste.
The DDC stressed the need for a coordinated and sustained approach towards effective implementation of the SWM Rules, with emphasis on source segregation, strengthening D2D collection, operationalisation of SWM assets, scientific waste processing and disposal, and intensified awareness activities.
He directed the concerned EOs of Municipal Councils/Committees and BDOs to ensure timely notification and proper management of all identified dumping/SWM sites. Where such sites have not yet been established, suitable land shall be identified by the concerned ACR/Tehsildar in consultation with the respective EO/BDO. He further directed that all segregation sheds be properly covered and maintained and that source segregation be strictly enforced, with no re-mixing of waste during collection and transportation.
The DDC also called for strengthening sanitation arrangements by directing regular morning sweeping and cleaning of streets and public areas before office and school hours. He further directed that door-to-door garbage collection be ensured twice a day, with the morning collection scheduled from 8:00 AM to 9:00 AM and the evening collection from 5:00 PM to 6:00 PM. He stressed the need to provide requisite safety gear/PPE to sanitation workers and ensure strict adherence to prescribed SOPs and applicable guidelines at all SWM sites. He further directed that biomedical/medical waste be handled, transported and disposed of separately as per the prescribed protocol, without mixing it with municipal waste.
Additionally the DC directed the concerned departments to maintain regular monitoring and ensure timely compliance with the directions for achieving tangible and sustainable improvements in solid waste management across the district.
The meeting was attended by Additional District Development Commissioner, Pulwama, Gulzar Ahmad Bhat, Chief Planning Officer, Pulwama, Aashiq Khanday, General Manager DIC, ACD, ACP, CMO, DFO Awantipora and Shopian, BDOs, officers from the Pollution Control Committee, CEOs/EOs of ULBs, besides other concerned officers and officials.
