Ganderbal : District Ganderbal has unveiled the user charges and fine structure for the implementation of the Solid Waste Management project under the Swachh Bharat Mission (Gramin). The initiative aims to improve waste disposal practices and promote a cleaner, greener environment.
An official informed the news agency that effective solid waste management is crucial to preventing health and environmental hazards, making it a vital component of the Swachh Bharat Mission (Grameen).
He said that in 2022, committees were established at the Panchayat level for the implementation of the Solid Waste Management (SWM) project in rural areas of the district.
“Bye-laws were enacted at the Panchayat level through Gram Sabha Resolutions, involving PRIs and other stakeholders. User charges were determined for households and establishments based on Panchayat-level bye-laws,” the official said, adding, “From November 2022 to July 2023, funds of Rs 5,000 per Panchayat per month were consolidated at the block level. Agencies were hired through an e-tendering process in each block for the transportation of waste from primary collection sites to segregation sites for final disposal.”
In July 2023, an Expression of Interest (EOI) was floated at the district level for the efficient execution of the SWM Project, successfully launched on August 15, 2023, the official said. He said the success of SWM implementation in the district now relies on the effective collection of user charges.
Recognising various complications, it has been observed that diverse user charge structures at the Panchayat level have hindered the collection process, he said, adding that to establish a uniform user charge and fine structure district-wide, the District Level Committee of SBM(G) has unanimously approved a comprehensive structure, provided as annexure-A to this order, for the successful implementation of the SWM project.
Residents and businesses within the district will now be subject to user charges based on the type and quantity of waste generated. The fee structure is designed to encourage responsible waste disposal practices while ensuring the financial sustainability of the waste management programme.
Additionally, a comprehensive fine system has been introduced to deter improper disposal and enforce adherence to waste management guidelines, the official said, adding that penalties will be imposed for violations such as illegal dumping, littering, and non-compliance with waste segregation requirements.
District authorities emphasise the importance of community cooperation in making this project a success. The user charges collected will be reinvested into the Solid Waste Management project, supporting infrastructure development and awareness programmes.
The administration is encouraging local residents and businesses to familiarise themselves with the new fee and fine structure to foster a cleaner and healthier living environment for all citizens of the district—(KNO)
