When history records the administrative transformation of Jammu and Kashmir in the years following 2020, the name of Lieutenant Governor Manoj Sinha will inevitably find an important place. Since assuming office in August 2020, Sinha has overseen a period in which governance, infrastructure, grassroots democracy, investment, tourism, digital services and public welfare have received renewed attention. His tenure has coincided with a broader transformation taking place across Jammu and Kashmir. While several initiatives are the result of the combined efforts of the Union Government, the UT administration and various agencies, the Lieutenant Governor has played a significant coordinating and administrative role in translating policy objectives into implementation on the ground.

One of the most notable features of the administration has been its emphasis on citizen-centric governance. The “People First” approach has increasingly brought government services into the digital domain. According to figures presented by the administration in 2026, online public services in Jammu and Kashmir have increased from a few dozen in 2020 to more than 1,100, while over 98 per cent of Panchayats have been digitally connected. Such changes have helped reduce the distance between citizens and government institutions and have made service delivery more transparent and accessible. Sinha has also placed considerable emphasis on strengthening grassroots democracy. Initiatives such as Back to Village and Block Diwas have provided platforms for people to directly communicate their concerns and development priorities to officials and elected representatives. His repeated emphasis on the empowerment of Panchayati Raj Institutions reflects an attempt to make development more participatory and locally responsive. The recognition of Pandithpora Gram Panchayat of Kupwara among top-performing Panchayats for service delivery in 2026 is one example of the progress being made at the grassroots.

Infrastructure development has been another defining area. Jammu and Kashmir has witnessed the completion of major connectivity projects, including the Udhampur-Srinagar-Baramulla Rail Link and the Chenab Rail Bridge. The Z-Morh Tunnel and other major road projects have further improved connectivity to difficult and strategically important areas. These projects are primarily part of larger national infrastructure programmes, but their implementation has required continuous coordination between the UT administration and central agencies. For ordinary people, the importance of such infrastructure extends beyond roads and bridges. Better connectivity can mean easier access to education, healthcare, markets and employment. For remote areas, it can also open doors to tourism and entrepreneurship that were previously limited by geography.Sinha’s administration has simultaneously encouraged investment and entrepreneurship. Jammu and Kashmir’s industrial policies, startup initiatives and development of industrial areas have sought to create a more diversified economic base. Government figures have indicated proposed investments running into more than ₹1.63 lakh crore, with thousands of applications and substantial employment potential. More than a thousand startups have also been registered with DPIIT, including a significant number led by women.

Youth have remained an important focus of this development agenda. Instead of viewing government employment as the only route to economic security, the administration has increasingly highlighted entrepreneurship, startups, skill development, private investment and emerging sectors. This shift is particularly significant in a region where the aspirations of a young population require diverse employment opportunities.Tourism has also emerged as one of the strongest symbols of Jammu and Kashmir’s changing economic landscape. The administration has promoted destinations beyond the traditional tourist circuits, bringing greater attention to rural, border and lesser-known areas. Increased tourist activity has created opportunities for hotels, transport operators, guides, artisans, shopkeepers and small entrepreneurs. The administration’s attention to the welfare of victims of terrorism and families affected by violence is another important aspect of this period. In the aftermath of cross-border attacks, measures have included relief, rehabilitation and government employment for eligible affected families. In May 2025, appointment letters for government jobs were distributed to families affected by the cross-border attack in Poonch, with the Lieutenant Governor present alongside the Union Home Minister. Such measures cannot replace lives lost, but they represent institutional support to families that have borne the human cost of terrorism.

The administration has also remained closely involved in ensuring the safety and smooth management of major pilgrimages. The Shri Amarnath Ji Yatra has required extensive coordination among civil administration, police, security forces, the Shrine Board, health agencies and local authorities. In 2026, Sinha personally reviewed arrangements concerning pilgrim movement, traffic, accommodation, registration and security.Education and healthcare have similarly benefited from the wider development push. Expansion of medical education, strengthening of healthcare infrastructure and greater emphasis on innovation and technology have created new opportunities for students and professionals. The introduction of hundreds of Atal Tinkering Labs in the region has also been aimed at exposing children, particularly in remote areas, to innovation and emerging technologies.

The administration’s approach has extended to women’s participation, handicrafts, agriculture, horticulture and rural development. Programmes supporting farmers, artisans and entrepreneurs are gradually widening the economic base of the Union Territory. Srinagar’s recognition as a World Crafts City has also highlighted the cultural and economic value of Kashmir’s traditional craftsmanship.Perhaps the most significant feature of Sinha’s tenure has been the effort to combine development with a sense of renewed public confidence. Jammu and Kashmir has enormous human, cultural and natural resources. The challenge has always been to convert these resources into sustainable opportunities for its people. Roads, railways, digital services, tourism, industry, education and grassroots institutions are all parts of that larger process.Manoj Sinha’s contribution can therefore be seen in the administrative momentum created around these priorities. His public engagements, frequent interaction with grassroots representatives and emphasis on accountable service delivery have given considerable visibility to the idea that government must reach the last mile.

The story of Jammu and Kashmir’s transformation is much larger than any individual, institution or administration. Yet every period of change has leaders who provide direction, coordination and administrative energy. Sinha’s tenure has been associated with an unmistakable emphasis on development, connectivity, technology, investment, grassroots governance and support for communities affected by violence. For a region that has experienced decades of uncertainty, the expansion of opportunities and strengthening of public institutions carries significance beyond statistics. The real promise of these changes lies in the possibility of a Jammu and Kashmir where young people can aspire to build their futures at home, villages can participate more meaningfully in development, businesses can grow, tourists can discover new destinations and families affected by violence can receive greater institutional support. The Sinha Led J&K administration has also taken significant steps to support families affected by terrorism by providing government employment to eligible next of kin of victims under the applicable rehabilitation policy. These appointments have offered affected families not only financial stability but also a measure of dignity and institutional support after the loss of their loved ones. That is the larger contribution associated with Manoj Sinha’s tenure: an emphasis on moving Jammu and Kashmir forward through development, governance and opportunity, while placing the citizen at the centre of the administrative process.
